Agree with you on the homeless, the poorest of the poor. There are just too many of them, even on Odgen you can find them and in the small streets between. At nights is is scary to walk these side streets as you never know if one day you will have a bad surprise waiting for you...Since the police make sure that on the Las Vegas Boulevard they are not beeing visible to that degree, in Downtown there are getting more and more and more of these people obviously hoping for some people to help them out. What if the casinos would have to pay a small percentage of its revenues into a special fund out of which they could help these people? I would reckon a small percentage, perhaps 0.1 or 0.2 per cent could do the job. Give them food and a place to sleep, and in return make sure that begging and weired performing in these casino neighborhoods would not be tolerated. I think that such a plan could have a huge positive impact to all.
