Can anyone tell me when the count point day starts at MSS .I know it you/sed to be 12 AM to 12 AM but that was many years ago. Thank you

I've heard 2 or 3 a.m. from different people, but I' sure someone will be able to provide a definite time. I do know it is no longer !2.
