Only redeeming quality is the view (from high floors); and that's if it's an ocean/beach view.
Rooms are very old, and in desperate need of renovation. Old tube TVs, old furniture. Think 1985 room, with a new mattress. Also, some of the rooms have funky smells.
Only rooms in the towers that are acceptable are the (renovated) suites on the top two floors.
Better (best) choice for Bally's AC is the Garden Tower (no views though), or the Dennis Tower rooms (those were renovated a few years ago).
Sad to say, but Bally's AC is basically the forgotten step-child of the AC CET properties. Some cosmetic (lipstick) changes, but not very much with the internal structure.
Wait till you see the pool/spa area (total 1980s flashback).
