Seems the regulators in Massachusetts rejected Caesars as a proper casino in the state due to business dealings with Gansevooort Hotel group (which it seems was intended to be used at Bill's Gamblin Hall sites) and that groups tie to the Russian mob. Although this seems to be the main cause the commission found Caesars unsuitable, their debt and the losses of Terrance Wattanabe of over $100,000,000.00 also raised concern.

The former partners of Caesars at the Suffolk Downs site are not completely out of the picture in MA as I understand they will be seeking another casino partner. Still the vote in Boston is rapidly approaching (November 5th) and this is a major blow.

Steve Wynn is the major competitor (Foxwoods is another, but they are outside of Boston) for the license and he seems to be sitting in a good place, but he recently got angry with the regulators questioning his Macau dealings.

For what it is worth, MA will only be granting 1 license in the Boston district (MGM is competing for the western MA license)
