Normally the transponders come in a shielded box mounted to the windshield of the rental car. If you want to use it, you slide the box open. If you don't want it, you just leave the box closed and don't get charged anything, you just stop and pay the tolls as needed. Usually they charge a fee for each day you actually use the transponder in addition to the toll fee. So assuming you only travel on tolls roads in and out of AC, it may only cost $4 to use it, but generally you're only going to save a few minutes. Not all rental companies work this way, some do it more like the GPS rental where they only put it in the car if you ask for it, and then you do get charged for every day (in addition to the tolls). So it's something you'll need to ask about when you pick up your car.

I want to thank everyone for their input on this thread. We paid cash for our tolls. Knowing the amounts ahead of time was quite helpful.
