After watching the fight again a few things seem obvious. Mayol is bigger and has a longer reach. He had Romero rocked for most of the second round after a feeling out round in the first. Mayol was getting the better of it in a slower third round; then Romero hit Mayol with an obvious "cup check". Mayol drops his hands, the referee tries to run in but was out of position, Romero steps forward and KTFO out of Mayol while standing on his foot. After initially ruling the fight as a KO win for Romero the result was changed in the ring to a TD because of the weird circumstances.
Another obvious thing that comes out is that Mayol hand speed advantage. His hands and feet are way faster then Romero.
In the first fight, Mayol was worried about getting a bad decision so the WBC sent 3 American judges. Again no Mexican judges for this fight but the crowd will certainly be rooting for Romero. One of the judge is a 20 year veteran and won't likely be swayed by the crowd.
Mayol can be a bit crude and has a history of head butts but I think he is the clearly the better fighter. Romero has a 33 percent KO ratio against limited opposition showing that his KO of Mayol was a fluke.

I watched the fight. I scored the fight a clear win for Mayol.
Referee took at least 2 points from Mayol. One for a headbutt which there where only 20 or more in the fight from both parties. The other, I couldn't tell you. Referee signal was a swiping motion to his forehead at the very beginning of a round.
