You see unused change-tickets all the time scattered around the casino. The people who leave them there are purposefully offering them up to the next player as a small gift. Ive been on both the giving and receiving end of that transaction as has just about everyone else playing slots. Thats the new dynamic casinos created when they stopped giving people their change.
Not only is it stupid to ban people for trading tickets.....its also a massive money loser. Slot players are the most lucrative money makers for the casino.
