I can't say what's happening right this minute, but several trip reports over the last several weeks (posted here and elsewhere) have confirmed that not only can't you find $5 minimums downtown, you can't find $10 minimums, either. $15 is where it starts.
If there are any lower-limit games left at all, your best shots would be the Plaza, El Cortez, and maybe Four Queens.
No matter what paper list resources for low minimum 3:2 blackjack games might be (Vegas Advantage, CBJN, etc.), players still have to scout for themselves once in Vegas. The pit critters change the minimums with the wind..sometimes related to demand and sometimes for no apparent reason at all. The elusive hunt for $5 minimums are likely to only be available early AM on weekday mornings and at an extremely limited few casinos. Check the listings at Vegas Advantage ( parts of the info are free, some cost now) or CBJN ($17 per monthly issue) if you're like..really interested. Ellis Island on Koval ( as you mentioned and obviously not Downtown) is offering $5, 3:2 games currently according to recent info. You might consider South Point as a possible location for 3:2 , low limit games as well (again, not Downtown).
Vegas Advantage info indicates Downtown Grand offers 3:2, $5, 6- deck games, ( again focus on early AM on weekdays)..if they're in fact open at the time...before they hike minimums as crowds increase. El Cortez games are now at $10 minimums ( no $5 tables anymore). Good luck and..avoid 6:5 games for all our sakes *l*.
I just returned from my latest trip to Vegas and on both Thursday and Friday I saw $5 Blackjack tables at South Point, where I was staying. There were also several $10 dollar tables.
@DM..South Point offered those 3:2 BJ table minimum limits on our last trip (Feb. 2022). Good to know they still have them currently.

The other factor to consider, alluded to in some of the above posts, is that you could visit a casino that sometimes has $5 or $10 tables but doesn't offer them when you happen to be there. Even worse, the practice of "grandfathering in" players when they raise the limit at a table, as in allowing them to continue to bet the previous minimum, seems to be dying out, as several players have reported in these forums.
At least, none of that shit happens with a video poker machine. Though I certainly won't rule out the possibility, sometime in the future, of your .25 denomination machine suddenly turning into $1 denom, or maybe even the paytables getting worse when the slot vampire, er, manager presses a button.
I find the jacked-up minimums especially annoying because they force some people to either bet more than they're comfortable with or not play at all. A $5 bettor still plays $300 an hour. What other business treats people who spend $300 an hour like pocket lint?
