How do non U.S. residents recover tax withholdings?

Good idea. I am sorry I brought it up. It makes sense that taxes are withheld from the $1200+ jackpots when a person has no social security number.
What makes so little sense is that the $1200 number has been around for a long time, and does not get changed.

Folks win thousands at the tables, and no W-2.

I can go into the casino with $500 and leave with zero, but could get a W-2 along the way, and the IRS assumes that is a big win. Silly.

I agree. I suggest you contact your Congressional delegation and suggest they fix this inequity.
