Here's what happens when a prospective new sign-up comes to the rewards center at Station Casinos. They present a drivers license, and we do a search for the name and birthdate. If we find one or more, we question the person -- did you live in NY before moving to Florida? or whatever is appropriate at the time. Yes, you could lie and say "no," but I cannot stand liars.
If we find a person has 2 accounts already (for example, one with a NY ID and one with a FL ID), we look at the accounts, see how many points are in each and which is being used more. If both accounts have a significant number of points, we can have the points merged into the more active account. We then put a note in the other account that says "do not issue this card, and do not mail to this account," or something to that effect. In other words, we do not permit people to have more than one active account.
