Regulated States Verses Non Regs

I am not prepared to do a full posting on this topic. Since I only read about it last night, I need to do a complete re-read.

I came across this article on the ACQ site, and I am sure many of you have already read about it.

Since I am new, I guess I will fire this one up again for debate, if it was not done before.

This is a very long article about how States that are regulated, and the ones that are not.

What is done to test, and the ones that are not.

I'm too tired to make a decent report, but I will do a mini report. The basics of this article are:

1) There is a lot of talk about the "Near Miss" on slots.

Bottom line, It took Vegas awhile to accept this, and make a law against it, but it is limited.

The limit is, IGT and others, due to the nature of a virtual reel, can still display near misses on slots, if it is above or below the payline. It is illegal to do it on the actual pay line.

2) Changing of the brain chip that determines the payout on slot and Video Poker.

This one suprised me. Basically in NV, including Las Vegas, the casino's can change these chips at will.

Atlantic City, the brain chips (EPROMS) are tape, and secured, and can only be changed by the NJ authority.

3) The article talks about the states that do not have internal regulatory force to enfore, and use a third party. This is likely what Florida Racino's use in Broward and Dade county use.

This does not include the Indian Seminole tribe casino, such as the Hard Rock in Tampa and Hollywood, for they are totally unregulated, per their agreement with the State of Florida to be self regulated.

4) The article states that their are only four states in the US that are fully regulated. They are

A) Nevada
B) New Jersey
C) Mississippi (sp?)
D) Montana (yes, that is right Montana)

The rest of them, are checked by this 5th wheel enity, that is likely responsible for the Broward and Dade County Racino's in Florida, along with your other favoriates.

It is a huge long article, that as I say, probably been posted here before. But since I have not seen it here before, here it is.

PS, it is date 2008, but it is still interesting reading...... Thanks to all that read and reply...
Either you misread the article in regards to chip changing or the it is wrong. Casinos don't just change chips at will. They must notify the gaming people, not to mention that it's not a cheap process. It doesn't really mattter with VP as all you need to do is read the paytable.
