If I am reading this right if I am Diamond already I have no insentive to earn Tier credits for next year???

I was wondering the same thing. Here's what I came up with:
If you do nothing this year, you will have the same status next year - e.g. "Regular Diamond"
If you currently have a one-time benefit on your account, e.g. Celebration Dinner, it can be used this year or next year. But you wont be awarded unless you "re-earn" your tier status. I.e. Diamond will carry over, but it will be comparable to a status match, with no "earned" awards issued.
The other change, starting this year, is the new CET tiers; Diamond, Diamond Plus (aka Diamond Select), and Diamond Elite. If you're confused about this, don't worry, so is the Players Club desk; apparently things are evolving rapidly at Corporate, and the communications aren't great.
My understanding is that Diamond Plus will grant comp access to Laurel Lounge, and 4 comp'd drinks per day, from any of their bars - just walk up, drop your card, get your drinks. At "vanilla" Diamond, no comp'd drinks (without play) and while you can gain entry to the Laurel Lounge, there's an RC fee per visit.
For 2020, they lowered the TC thresholds.
So, comes down to how much you value a given tier status, and whether you want to chase it. For waived resort fees and free parking, vanilla Diamond looks to be fine thru 2021.

You can sit on the tier points you've earned, i.e. not play another coin this year, and have Diamond status for all of 2021. Just know that if Caesars continues true to form, while you will 'be' Diamond, your hotel offers (where you can stay comped) will start to be limited, in Vegas at least, unless you ramp up your play/frequency. This may not be an issue unless you always want to stay at Caesars. I saw this one year when I didn't play CET for a number of months, less than my usual frequency. I remained Diamond but no longer was Caesars on the list of Hotels that went with this or that offer. Long ago I had a Host who could sometimes fix this for me, worked her magic to 'qualify' me for, say, a compedf weekend night at Caesars, but she left and my current Host is less than creative.
Now, offers do come from different directions, so watch the fine print on each one. Now and then I get an offer that includes Caesars as the hotel, but mostly not. The others are OK, just that I preferred Caesars rooms.
Also, something I didn't know and missed out on for this year: Diamond Elite, which requires earning 75,000 tier points, has a benefit of $600 to cover airfare to Vegas (and I assume to stay at a CET hotel). I was just a few points under the limit in 2019, so I missed out on that. Damn! Had I known... Now they've lowered the tier requirement for 2020, but who knows if that airfare offer will still be there for 2021.
But if you are interested, that might be a reason to keep playing to that higher tier this year, since the point requirement has been lowered.
Gotta keep donating to get those comps...
Are there certain Caesars properties and/or specific games that are best for both accruing tier credits and minimizing losses?
Caesars is currently offering a 5x multiplier on accruing tier credits so this seems to be the time to strike. Please correct me if I'm wrong here.
Pay attention to the promo wording. If it says something like "Earn 5 X tier credits in your favorite Las Vegas casino" it might not apply to casinos in other cities or states. Then again it may apply to any and all.
And watch out for that "up to" phrase. As in, you swipe your card at a kioske to earn from 2X - 5X. The majority will get 2 X. Sometimes it doesn't spell that out so clearly on the promo.
