Does 9/6 JoB spin poker have the same payout as regular 9/6 JoB poker? Is it completely random or is it predetermined like a slot machine? I thought maybe it was the same except you see the wheels spin around.

Spin Poker is just a different way of dealing a multi-line poker game. Assuming the paytable is the same, the payback percentage is the same between a Spin Poker game and a regular game.
I do know that a player doesn't have to bet all of the lines that are involved and I don't think (but I'm not absolutely sure of this) that you will get any less for all pays (including the Royal Flush) by betting on only one line (as long as there is full coin-in).

It's a valid question/ but one we can only guess at.
I would guess it's not a lottery but you'd still need to play all nine lines at one coin each
