Yes, see my post in this thread from October 15, 2015 (at 3:05PM) which says that the October 2015 LVA states that Four Queens no longer has the Win Cards promotion going on.

According to the link above from the Wizard Of Odds, of the games that these chips appear to be restricted to (Blackjack, Craps and Roulette), playing them on Blackjack offers the highest return rate. But if Blackjack is paying 6 To 5 instead, then I wonder if that is still the case (although it still might be).
