I just did four of them in March 2012. The best one is at Circus Circus as you can get two Wincard deals at the same time. A) $30 for $20 and B) $15 for $10. So effectively you are getting $45 in chips for $30 with one stop shopping. Go to the Players club booth first and they give you a voucher that you then bring to the cashier/cage to buy them. You can use them just as you could regular chips at any table game. When you bet them if you lose they take them; if you win they pay you with regular fully negotiable chips and leave you Wincard chips that you placed your original bet with for you to bet them again.
The other decent bang for your bucks Wincard deals are the $30 for $20 Wincard deal at both Luxor and Mandalay Bay that are right next door to each other and are easiy walkable or trammable. So effectviely you are getting $60 for $40. If you add Excalibur in the mix (abutting the Luxor also trammable) that allows another $15 for $10 deal. Combined these three abutting casinos give you $75 for $50, or effectively $25 in chips free with a $50 purchase of chips. Of course you have to sign up for each one individually which can eat up a bit of time.
Also note that Luxor can only be done once a year while Excal and Mandalay can be done once per month. To buy the chips start at each casino's Players Club to get a voucher and then take the voucher to the cage/cashier to pay for the chips and to receive them. Recently, however, the Luxor conveniently eliminated the Players club inital step and you can proceed directly to the cashier there to get those (provided you already have a Player's Club card).
Downtown the only casino that has them is Four Queen. It is $15 for $10 but this one is only once per LIFETIME.
Other casinos that have them are the Tropicana. It is reported at $15 for $10 , but I 've yet to check that one out
The Wincard website also lists Planet Hollywood, but I've yet to hear of any getting Wincard chips there in the past few years. These may be restricted to hotel guests that are also new player's card signups but I'm unsure.
Lastly, the Cannery in North Las Vegas has a $15 for $10 Wincard deal but that is one heck of a ride from the strip
