The first President Bush negotiated and signed the agreement in 1992. However, like all treaties, it would not be effective until it was ratified by the Congress. At President Clinton's urging, a Republican-led Congressional coalition passed the measure with the support of moderate Democrats and over the objections of liberal Democrats.

The ratification act (not the agreement) was signed by President Clinton in 1993.

The political point to be taken from this exercise is that it is possible for thoughtful leaders to work together for the nation's benefit without regard to party.

Sad that only one American party still thinks that.

How you can you claim that one party wants to 'work together for the nation's benefit without regard to party' is beyond me. Perhaps you can show some examples of legislation over the last few years where the leadership of either party rolled up its sleeves, brought in the best ideas of both sides, made the logical compromises and moved forward with something everyone thought was in the best interest of the country.

I believe that the current crop of both Democrat and Republican politicians have no interest in bipartisanship. They haven't for at least a decade. In my humble opinion, this is why the Democrats were crushed last November...the American people did not want them to continue to push through partisan legislation, but really do want them to work together in the best interest of the nation....and that just wasn't happening.

Unfortunately, the Republicans are misconstruing their November victories as a new mandate for their partisan policies rather than a call to work together. I'm pretty sure we'll be throwing all the bums out again before long.

PJ and I are polar opposites on most things but on this agree 100 percent! In fact I already pledged and chided Noahcat for NOT making more of a deal about this here then she had.

And, as an aside, I thought this was exactly the type things we Republicans/Conservatives advocate, personal and private responsibility and donations as opposed to Government mandated action.
