The song is from 1988, and it charted well in the US (#1) and the UK (#6)

The band is American, formed in Southern California in the mid-80s. The band created its name by combining the last names of two of the founding members. One of them left early on, while the other stayed on as lead singer, and became a bit of a rock icon and a celebrity personality.

According to Wiki, the lead guitarist was horsing around during warm-ups one day, trying to make “circus-like” sounds. The other band members were impressed. That series of notes would eventually become the distinctive opening guitar riff for this song.

This US-born female artist first gained prominence during a certain musical "era" in the late 70s. As that era came to a close, she started doing songs exhibiting more conventional rock influences, like this one. In 1979, it charted #1 US and #11 UK.

Gosh I went looking for a song to post and got lost. “Hot Stuff” by Donna Summer is a favorite of mine, Jim. Thanks for posting it.
