Gee, I didn’t know there were more lines up. That’s “Mac Arthur Park” by Richard Harris. The one by Donna Summer didn’t have the line you posted first.

This 1986 song is by a guy who was an Irish police officer. But he changed fields and his name. He had some hits in the seventies also.
The song is about wishing to return to his youth.
