Here in the US, I don't think any legislation is likely referred to as "Health Bill 3200", as you state in your title to this thread. I assume you mean a House Bill currently in the U.S. House of Representatives, HB 3200.
This Congress' HB 3200 is a resolution, HR 3210, something about the importation of plants from foreign countries. You can read it in full here.
There WAS a House Resolution a few years ago, HR 3200, that dealt with health care. Its text is here. It never became law.
HR 3200 was famous for all the inaccurate emails that went out about it. Perhaps you've received some of those emails. These emails often spread lies mouthed by a lady who performs with her young children on cable-TV reality shows. Can't remember her name, but it wasn't a Kardashian or a Snooki (might have been one of Hef's "girlfriends", not sure).
