A "lame duck" is a elected official that has lost his bid for reelection. The next Presidential election won't happen until 2024.

I rarely predict, but I do predict after the mid-terms he will announce he is not running.  People in the country as well as his own party don't expect him to run; so in a sense he is a lame duck

That's a stretch at best. A "lame duck" is called that because he only has a few days left in office and thus, is unable to get anything meaningful done. Biden has 2 to 6 years left in office.
