Most people would call that hot. There's no scientific definition of at what point the ambient temperature becomes "hot." You live in Bum Fuck, Texas, where the temperatures are high and maybe 86 degrees is considered normal or even comfortable.
"Hot" in terms of weather is subjective. You learned nothing if you actually think that a given temperature is "not hot." 86 degrees in July would be a very hot day in Seattle. It would be a warm day in San Antonio.
Oh, and I said that Canadian summer temperatures would soar above 30 C.
