International law says that one nation does NOT have the right to take the property of another without their consent.

As explained earlier, money is fungible. It frees up money to spread terrorism. Iran is an enemy & needs to be treated as such.
Besides US law forbids countries from aiding terrirism & can enforced sanctions if they do. So the US can hold on to the money.
the usual suspects are more concerned about Iran than Israel.
