I just shake my head at the ridiculousness of it, and the fact that people actually believe this. Not that you do, but that there are people out there that do.

Though technically speaking, males can't be fertile or infertile, because they can't conceive or give birth. I think you're right about the error.
I don't know what the author meant about "political climate change," but there are societal changes that reduce pregnancy/birth rates:
1. A less religious, more secular populace
2. Economic prosperity
3. Better and more widely available healthcare
4. Higher education levels
5. Hip-hop/rap music (sterilizes the listener for up to 48 hours afterward)

I'm sure you are right about the def of 'fertile' mostly applicable to the female egg production. So the little guys swimming around don't register on the fertility chart?

Well, they do rate the male in terms of little guys per milliliter, with the thought that below a certain number, he's sterile, but of course, the literature abounds with examples of supposedly sterile males gathering children.
The real tragedy is all but just one of the little guys losing the race. Imagine the heartbreak! The despair!

I always thought the nice check that comes along with each kid encouraged the rabbit-style breeding.
