It means absolutely nothing other than a PR headline. I can refer the German Nazi bitch, Luna, for prosecution and it has the same effect. Nothing.

He's right. "Refer for prosecution" means absolutely nothing, particularly when no crime is involved. Mayors are not required to assist or cooperate with federal law enforcement.

What I don't get about you is, you clearly see the MAGA stupidity, lies, incompetence, graft, corruption, and the massive harm they've done and are continuing to do...not to mention their holy book Project 2025...and yet, you're "in the middle"? That's like being indifferent about Hitler in 1934.

You should be vehemently against Trump and his gang of lackeys, regardless of your personal political stance/beliefs/values. The harm he's doing to our nation transcends politics. You know he's no more an actual Republican than he is a Martian. He just decided that that would be the most fortuitous label to paste on his forehead.

And even if you actually think he's good for our country/economy/standing in the world, his utter lack of character, ethics, morals, or common decency should drive you well past the middle. Feeling lukewarm about Trump is actually a disservice to yourself and those around you. We should all absolutely hate his fucking guts, and act accordingly.
