The border has never been closed, except partially during the pandemic, so the answer to that stupid question is: Thomas Jefferson made the Louisiana Purchase, which created a Mexico-US border when the Mexican Empire was formed in 1821. So who created the "open border"? President James Monroe, fifth US President, who formally recognized Mexico in 1822. Since then, goods and people have crossed the US-Mexico border in both directions.
Trump wants to slam closed a border which has been "open" for over 200 years. What a motherfucking idiot.
Nobody except the most rabid MAGAs wants to "shut down the border." It would be a huge economic disaster--and by the way, would lead to runaway inflation, particularly with food prices.
