Here is what the video shows. A lady fell on the ice. The victim (the nurse) tried to help her up when an ICE agent literally sprayed him in the face (flush to the face) with what looks like a whole can of pepper spray or something similar. That is when the victim began flailing their arms around.
He was disarmed and then executed by a bunch of lawless thugs posing as a law-enforcement. Everyone of these motherfuckers need to be charged in the state of Minnesota with murder and every ice official that is working to cover this up should be charged in Minnesota as co-conspirators.
And he was legally carrying.

The killing of a civilian by federal agents is a STATE crime. The killer can also be charged in federal court, but the state has primary jurisdiction.
What ultimately determines the venue is if the killer was performing his duties as an official of the government. This latest killer clearly was not. His job was not to kill civilians.
