But Tom, see the instructions about posting in KS.  It is now (maybe was before--I didn't notice)--a "no rule zone." 

IMHO that takes care of it.  The rule for posting in other Forums, i.e. civility, no longer applies in KS. Yay!  Now the two can carry on; others need not concern themselves about it.  Everybody wins!

It can "stop" anytime you decide to abstain  from clicking on it.

In the past the site was monitored & the bad actors were suspended & eventually terminated. For some reason mgmt has decided to stop doing this. 

By letting this behavior continue unabated it presents a bad look for the LVA & gives lookers no reason to pay up. 

So by allowing it, it becomes a money loser as it provides reasons not to pay up.
