Vital Vegas said they are just pushing dirt around and still don't have funding, this 'work' is to attract investors.... who knows.
MLB wanted the "coolness" of having a team near the strip, much like the NHL & NFL, but there is much more available land south of the strip and easy access to the highways could have been built. The site is small for an domed stadium ,there isn't enough parking and access to the stadium will be limited.. Interestingly there is no word on the Bally's casino that was supposed to be built on the site.
MLB will not be deterred from putting a team in Vegas & one way or another the stadium will be built

MLB doesn't necessarily WANT a team in Vegas. Not all the owners have great enthusiasm for the move.
There's a simple reason why many large cities in the southern half of the US don't have MLB teams. If you don't have a domed stadium, attending a game in summer is no fun at all. And it's far more complex of a task to build one than it is to build/modify an open-air stadium.
Then you have the issue that if such a stadium were built, could they sell enough tickets? The A's, thanks to an ownership that is as cheapo as they come, have stunk for almost all of the last two decades. They wouldn't have much of a home fan base.

There's no indication that a crummy baseball team with no real local fan base could outduel Vegas's hundreds of other amusements and attractions.
In the old days, baseball started up in the fall, except for spring training. Is it my imagination, or have all sports begun to play year around? Does hell with my TV-watching plans. I hate cable now, gonna call and cancel today (maybe...they've got me in some ways...in my old age I have to have it on to go to sleep...yikes!)

Baseball season has always started in Spring...or late Winter. In 1925, for example, opening day was April 14. I believe that they "only" played a 154 game season back then vs today's 162 games.
