It is obvious with the language he uses the intent is to make it some sort of vassal state rather than a full fledged part of the US.

Calling it the 51st state when realistically it would be a minimum13 states as each province or territory becomes a state. Some of the provinces are large enough that they could be 2 to 3 states making it more than 13 states.  

Restricting it to only one additionl state is to delude their political power so they wouldn't have a say so in how the country is ran.
