Listen asshole it was broken before because as you put it you took out a loan but the difference was the bank didn't count the payments you made.  As far as PSLF, Trump broke that program by illegally taking the system offline so new people couldn't apply and then for the people already in the system he refused to pay off their loans when they had their 10 years in despite the fact the government was contractually obligated to do so. People had to sue the government to get court orders to make the government meet its obligations it willingly took on.
