For those not involved in the criminal justice realm: these low level, non-violent drug sentences were almost certainly reached as the result of a plea deal. There could have been a number of more serious crimes committed, but they pled to the lowest felony charge. This is EXTREMELY common. So, your felon may be in prison because he has a lengthy history of committing heinous acts, and agreed to plea instead of going to trial. Most of these commutations will re-offend, guaranteed. Many of the re-offenses will be violent. Thanks Joe, doing everything you can to wreck this nation on the way out.
