The number of seats a state has in the U.S. House of Representatives is determined by a process called congressional apportionment. This process is based on the decennial census of the population and is mandated by the Constitution.
If you don't think this is a long term plan you're out of your mind. Population includes legal and illegal residency.

1) The census only occurs once every ten years.

Most border states are RED - and the Texas governor was busing them out to blue states. That was his plan. I guess he didnt get the memo from you.
