In NYC one can send their children to private/parochial schools which all outperform the public schools. But there is a waiting list.
Another option are charter schools which outperform the public schools, but the teachers union thru their allies in the state legislature won't allow an increase in the schools. I believe the waiting list for those schools is over 40k.
