Probably, they'll win regardless--but it's like a football coach being forced to put his starters back in because the second-stringers have blown a five-touchdown lead.
Litmus test, primarily, rather than any real impact. But people are already questioning things like: do we really want to pay to round up and deport eleven million people? Do we want to close the national parks? Is obliterating the CDC, the DOE, etc. really such a wonderful idea?
Trump doesn't have long to fulfill his grandiose promises, and scurrying off to Mar El Asshole to masturbate with his golf clubs isn't cutting it.
