The current "crisis" would not be occuring if brain dead Biden had left the Trump mandates in effect - the current situation on the border is all Biden's doing. If President Trump's mandates were in effect, then the legislature could resolve the issue - considering the current border status the Republicans refuse to work with the corrupt DemocRats - because the DemocRats do not want the crisis to end as is proven by them ignoring the issue.

Biden didn't create the border situation, but to answer your question, Todd is referring to the tens of thousands of Americans who died because of Trump's botching of the pandemic.
