Given there is a long waiting line for white babies and there is no waiting for black babies, I'd hazzard a guess and say probably not.

I gave you facts not logic. There are healthy black and bi-racial babies available for adoption right now. If you want a healthy white baby, you are in for a long wait.

To adopt a child one has to show that they have sufficient income/assets to raise the child. So the type of people you mainly get looking to adopt are middle-upper class whites and upper-class whites. Plainly stated, there aren't enough upper-middle-class blacks and upper-class blacks looking to adopt. In addition, even though blacks make up only 15% of the population 33% of the children up for adoption are black.
There are additional burdens imposed by the adoption agencies for people trying to adopt outside their race. Often that requires a demonstration that you have knowledge of the child's racial heritage and agree to raise them in a way that exposes them to their racial heritage. In addition, you have to demonstrate the ability to physically care for a child of a different race. For example, a white person adopting a black child would have to demonstrate they know how to groom the child's black hair. Most white people don't have a clue how to care for black hair.
