Doubtful anyone on the dole signed up and most men in NYC that are able bodied are scrawny twinks that couldn't manage a shovel for more than 5 minutes much less the cold outside without being supplied a $14 latte and a 30 minute break every 30 minutes.

Oh, some folks who are physically capable will show up. And everyone will be at least somewhat useful.

You are crippled by a very common misconception. Folks who live "on the dole" have pretty miserable lives. Especially in NYC, it's never even close to enough to afford even the basics: food, clothing, shelter, medical care. And luxuries such as new underwear or a can of beer are unattainable. 

Furthermore, many homeless people/people on welfare do in fact work, and many want to --but how can you dress properly, shave and shower, find transportation, etc. etc. if you're homeless? So given that the qualification for this job seems to be that you know how to use a shovel, I expect a LOT of people to show up and seize the opportunity to put a couple of hundred bucks in their pockets.

I'm amused that the people yeeping about this program are the exact same ones who continually barf out the opinion that all homeless people are shiftless, lazy bums who should be rounded up by the cops and put in a chain gang. Shoveling snow all day for minimum wage is no fun, and anyone who shows up to do it has my respect.

No issue with those that show up, and work!  Excellent.   And there are plenty of migrants on the dole living in luxury hotels, nearly 40,000 primarily working age men getting 3 hots and a cot.

Well, let me address your outrage with a dose of practicality: it's far, far cheaper to give them a place to sleep and meals than to scrape them off the sidewalk and to deal with petty crime when they get desperate; to give them a place to piss and poop rather than having to clean it up; and to provide them with basic medical care rather than having them spread disease. 

I know that the conservative/MAGA "solution" is to gather them all up and "deport" them to...anywhere else. They actually are even more in favor of just lining them up against a wall and shooting them. Heck, they'd even sell tickets, and the proceeds would go to Trump's Golden Bathroom Fund.

I feel that everyone, AMURRICANS or not, is entitled to the basic necessities of life. We're sure as hell rich enough to provide that, without the usual tiresome debate over who "deserves" it. Food, shelter, and medical care are IMHO basic human rights.

But if you disagree with that? OK, how about ..providing those things is simply good fiscal policy!
