Oh, some folks who are physically capable will show up. And everyone will be at least somewhat useful.
You are crippled by a very common misconception. Folks who live "on the dole" have pretty miserable lives. Especially in NYC, it's never even close to enough to afford even the basics: food, clothing, shelter, medical care. And luxuries such as new underwear or a can of beer are unattainable.
Furthermore, many homeless people/people on welfare do in fact work, and many want to --but how can you dress properly, shave and shower, find transportation, etc. etc. if you're homeless? So given that the qualification for this job seems to be that you know how to use a shovel, I expect a LOT of people to show up and seize the opportunity to put a couple of hundred bucks in their pockets.
I'm amused that the people yeeping about this program are the exact same ones who continually barf out the opinion that all homeless people are shiftless, lazy bums who should be rounded up by the cops and put in a chain gang. Shoveling snow all day for minimum wage is no fun, and anyone who shows up to do it has my respect.
