I don't read Miller's Facebook idiocy, but will chime in since he's most likely referring to LA Mayor Bass in his title.  California has had a number of Black female mayors before Bass.  Fontana, a town just north east of me had a African American Woman as Mayor that was on the show Undercover Boss, around a decade ago.....and I know that San Francisco had a Black Mayor and that's just off the top of my head.  There are others. 

Just another weak attempt by Davey Facebook to disparage California.
