Let me try to explain, as I would to a slow child.

 

Number of murders in an area (city, county, state) / total population of the area = a decimal amount between 0 and 1. That number can be expressed as a percentage, aka a probability.

 

The probability of a person who lives in Chicago being murdered is the number of murders divided by the total population.

 

Did that sink in? No? Oh, well, I tried.
