  Well, moron, as intelligent people know (1) there is nothing to negotiate because the current CR is the same one Screwmer agreed to the last time this was an issue - and - (2)- the Republicans are not in Congress because the government is shut down because of Screwmer and the DemocRAT refusing to vote for the current CR.
