I'd give him a pass for this one because the David Miller types bent over, spread their cheeks and asked for it.
Yeah, there's nothing illegal about getting money from idiots if they give it voluntarily.

Fools and their money are soon parted. And if a sweet little old lady casts her vote for Trump, she deserves what she gets.
Most successful con men, throughout history, have avoided doing stuff that's blatantly illegal. Trump has always had a dodge that dances on the edge of legality. And certainly, telling goobers that you're being persecuted and need lotsa money to defend yourself isn't illegal.
