Mark, I looked up Oregon's numbers, and there was an 18% increase in new cases for the last week of May, after two weeks of decline:

So I'm a bit disinclined to believe that Oregon has had an over 50% increase over any given length of time--the map doesn't say what weeks it was comparing.
Another report says that presumptive cases are now being added to the reported totals. Those are people who exhibit symptoms but have not been tested, and have had contact with someone who is positive. That would inflate the numbers somewhat compared to a time, and/or to another state, where only people who tested positive were included in the count of cases.
Oregon went into lockdown very early in this crisis and is opening up very slowly, so I don't see any reason why cases should spike. We might see such a spike in about a week, as the more rural counties did open up and there was a lot of recreational traffic, but so far, only the 18% increase I mentioned--and for what it's worth, not all of the state opened up on the 31st, only the less populated rural counties.
