Delaware ended their stay at home 2 weeks ago, so he can come out of hiding.
It has become obvious over the last few weeks, these orders are a waste.
A waste or not, there are a lot of people alive today that might not be if there had been no quarantine.

President Trump stated, correctly, that enacting a quarantine was a matter for each state to decide. If the President had tried to enforce mandatory quarantines for all states, you and the rest of the lyin liberals would have screamed that he couldn't do that.
