I pasted the actual text of section 212(f) below my comments for your reference.
For this to apply, the alien in question would have to be part of an affiliated harmful group or a dangerous individual. For example, a random group of immigrants from various South and Central American countries coming here wouldn't be an affiliated group. The term any aliens refers to one-offs that aren't part of a group but have a history of prior bad acts. This doesn't give the President the authority to close the border to all aliens.

The law says any aliens (plural) or any class of aliens (plural). The president can declare all illegal aliens as harmful.
Allowing millions of people to enter the country illegally without any means of support & 100% dependent on the government is harmful to the US.

You really don't know how to read. The legislation that is being requested iby the Republicans is for funding to stop people from illegally entering. The senate bill allows for 5,000 people per day or 1.7m annually to be allowed in & to hire more people to process them.

I'll tell you why. This law has only been used to exclude members of identifiable groups because it is impossible to use it as a blanket proclamation barring all immigrants.
The law requires a finding and a proclamation. What that means in a practical sense is if you are going to try and use this as a blanket to bar all immigrants rather than go with the identifiable group route you would have to identify each immigrant by name, conduct a finding as to why their past conduct indicates their admission into the US would be detrimental and then issue a proclamation stating why they were being denied entry.
To do it the way you suggest, Biden would have to have a list of the names of every resident of South and Central America and each of those individuals criminal record or some other record of misconduct so he could name them, spell out their past misconduct and issue an individual proclamation for each barring them by name from entering the United States in case they ever tried. Even if that were possible, it would still let 95% of the folks in as they wouldn't have any record of misconduct to cite.
