Sure you last paragraph is in jest but, I think the limit for small claims court is $5K. However I could certainly be wrong.

The action wasn't brought in small claims court--it was a federal case. And it never actually got to any court--it was settled before that happened.
The Post, never one for objective reporting, labeled this clerical error by the Clinton campaign as "lying" and wove a gigantic conspiracy theory all around it. It's small beer, though.

I agree, the fine for cheating, lying and election fraud was way cheap.
