I don't know the precise rules for this exact situation, but I seem to recall that while government shutdowns don't stop essential services (like TSA), they do shut down pay. So these TSA workers have to show up as usual, but their paychecks will be delayed, IR AS TRUMP HAS THREATENED, they won't get paid at all, too bad, so sad. So I wouldn't be surprised if a whole bunch of them called in "sick," further lousing up travelers' experiences.
Perhaps Trump (Noam as well?) hasn't traveled commercially in so long that he doesn't remember the difference between TSA and TSA PreCheck when they give orders or interviews.
TSA is the security system for vetting, at the airport, each passenger for any known security threat.
It was created (or beefed up) after 9/11 investigations showed major lapses in airport security that allowed KNOWN terrorists to board our airplanes.
TSA PreCheck provides a degree of advance vetting of the passenger who applies for it and puts their "Known Traveler Number" (provided after approval of their application) into their airline flight reservation. I'm sure it was/is meant to make quicker pass-through of enough passengers to reduce overall line congestion.
PreCheck can be "shut down", for minutes or hours, while TSA remains operational. Whether the scanners have different capabilities at any of the checkpoints, I have no idea. But all they need to do is what occurred recently when I traveled. The TSA person merely called non PreCheck passengers to his scanner ahead of me. He told me "I have to call up five people before you guys" (meaning us in the PreCheck line).
If TSA was "shut down", airlines would have to stop all flights like they did on 9/11.
It is a shame that our politicians, Dems and Reps, use us as pawns to effect their causes. Paralyzing our transportation systems is not in the best interest of their constituents.
