The US Constitution does not require citizenship to vote. Non-citizens have been allowed to vote in some jurisdiction in the past. Federal law now requires citizenship to vote in federal elections only. No current state allows non-citizen voting for local offices--but the US Constitution does not require citizenship to vote.
