No state is "run by" any one political party, except perhaps the deep-red cowpoke and cornpone states in the Midwest and South. Illinois did show a strong preference for Clinton in 2016.
Illinois, according to the article originally posted, has a serious problem with decaying road infrastructure, so that was probably the reason why they wanted to impose additional road use taxes. When those taxes were first thought up, legislators naturally said that anyone using the roads is using fuel--so the easiest way to directly tax road use was to put a tax on fuel. They didn't imagine that any significant number of vehicles would ever be using the roads without using fuel.
Yes, Democrats impose taxes. So do Republicans. The difference is that Democrats impose taxes to pay for things that are needed (like infrastructure upgrades and repairs), while Republicans impose taxes to pay for things that are worse than useless (like Dat Wall).

Indiana is run by Republicans - and they do the same thing. But thats a good thing unless you believe EV car owners should not chip in for roads like everyone else does. Have Boilerman explain to you the concept for "free shit".

Illinois gasoline tax is 38 cents/gallon. Do you drive less than 263 miles/year? Because thats the only context by which the EV tax is not a good deal compared to a combustion engine car in Illinois.
And if you're driving less than 263 miles/year perhaps you should purchase a golf cart instead of a car.

Regardless of how it comes about, many of us will be driving electric cars in the very near future, particularly as battery technology improves.
Imagine millions of electric cars using electricity from sustainable energy sources such as solar and wind and existing non-polluting sources such as hydropower. That would be SO cheap compared to burning fossil fuels! And that isn't even considering the fact that sooner or later, we MUST run out of petroleum--but we're unlikely to run out of sun and wind. Nor is anyone likely to start charging us for those things.
So it isn't a political issue because those snowflake environmental wacko liberals want to destroy the noble fossil fuel industry or anything like that. Electric propulsion is CHEAPER than fossil fuel propulsion. Even Republicans ought to get behind that, even if they completely ignore the environmental benefits.
