Its not a matter of what he wants. I think he figured out he didnt have a case.
I think he wants to buy Twitter, but with a host of conditions and requirements that he isn't disclosing yet. I suspect that his announcement was simply calibrated to make the atmosphere more favorable for whatever he intends to do.

Yes, he didn't have a choice at this point. However, he still doesn't have a viable business model. Putting an ad inside of user generated content requires heavy censorship. He also has a China problem.
The communist Chinese have been complaining about Twitter for years as that is where those that oppose the authoritarian communist Chinese regime gather. The Chinese government wants that dissident content removed. I suspect the continued operation of Elon's giga factory in China will be conditioned on Elon censoring content that offends the Chinese government.
That might be it--that he's trying to placate China.
