California's redistricting plan only goes into effect if Texas does it first.   That's how they drew up the California plan.    So you have the chronology backwards.

You underscore a larger point. The only way the Democrats can defeat the Republipigs is to use their own dirty tricks against them. California, in response to egregious red state gerrymandering, should have exactly ONE Republican Congressional district.
